Abstract:
The article explains the European legal context in that it is underlined the promotion of intercultural education. Among the legal background we found the European Convention of Human Rights and Fundamental Freedoms signed in 1950, established after the global experience after World War II. This will set the bases for the functioning of the European Court Communities that has been practicing since1969. Later it was possible the joint declaration on this issue by the European Parliament and European Commission since 1977. Besides the heads of State or Government of Member States adhered to this statement later.

The dissertation also explains the main European Union provisions on education in multiculturalism that inspired their application in member countries. As the White Paper tends member states develop a policy building a learning society completed at the permanent teaching and learning projects standing in order to achieve the social cohesion within Europe. It is within the EU primal desire that any improving education and training contributes to strengthening growth and competitiveness of Europe; and repeatedly it emphasizes the need not limited to purely economic development, but to consider the personal development as one of the essential purposes of education and training. It should be noted further that one of the factors underlining this future continental combination it is precisely the variable of multiculturalism. This European institutional desire has resulted in the High Education Framework of the European Union adopted by the Spanish universities last year. We highlight some meritorious aspects of European Education Framework such as its attention to quality, multicultural situation at a disadvantage, the promotion of multicultural understanding through language and the actual development of international projects as for example, the Erasmus program.

Finally, the paper analyzes the scope of this project environment as indeed multiculturalism extends to the fields of culture, education, training and leisure sectors of project. This has radically changed the conditions access to knowledge or the acquisition of it, and therefore contributes to economic growth business development and employment, and enhancing the professional, social and cultural as well as creativity and economic potential social development of digital content. The dissertation arises the desirability and problematic social-practical application with all its pros and cons- in Spanish schools under which, for indeed, there is a greater practice since it had been in implement these international projects and had caused a new mentality of educational and social phenomenon that causes multicultural coexistence.
