Abstract:
From the beginning of the 1990s to the present time, work in the sphere of higher education and science has lost its appeal to a significant part of young people, which led to a change in the staff structure and gave impetus to the process of "aging" university personnel. The lack of attention to this problem and the lack of measures to resolve it lead to a deterioration in the quality of education, a shortage of qualified scientific and pedagogical workers in universities, a slowdown in the development of science, including research and implementation of the latest developments and technologies, and a general economic regress. These circumstances underscore the relevance of research in this field, not only for the higher education system, but for the Russian Federation as a whole.

The purpose of the study is to identify the reasons that prevent the inflow of young people into scientific and pedagogical work, to justify a system of measures and strategies for attracting and retaining young and promising scientific and pedagogical workers in higher educational institutions, and creating conditions for the formation of a personnel reserve. A study of the experience of a number of Russian universities showed that when the development of human resources is in the zone of close attention of management, a youth reserve creates. At the same time, the absence of universal methodological provisions to identify the reasons for the insufficient inflow of young specialists points to the need for special studies in each educational institution that allow taking into account the specifics of HEIs, their sectoral and competence orientation, different technical and economic conditions. In this regard, research methods such as interviewing, graphical interpretation of data, focus groups, questioning of young teachers and undergraduate and graduate students at the Moscow State University of Food Production and the Plekhanov Russian University of Economics, covered 76 people, 60% of them are female and 40% are males. The research objectives included the identification of the main reasons hindering the desire to work at the university and the scientific field, justifying the measures to improve the situation. The results of the research were taken as the basis to elaborate strategic directions for creating a personnel reserve in universities, “rejuvenating” the potential of teachers and researchers, and improving the effectiveness of educational, scientific and innovative activities. However, the question of their practical implementation in many universities is still not solved, what indicates the need for continuing research in this field, including an in-depth study of the best practices of Russian and foreign universities.
