IMMERSIVE LEARNING IN PROFESSIONAL EDUCATION: STAKEHOLDER PERSPECTIVES ON INTEGRATING XR/VR INTO POLICE EDUCATION

Abstract:
Professional policing requires officers to make rapid, legally informed and ethically defensible decisions in complex and dynamic environments. Traditional approaches to police education, including lectures, case-based learning and role-play simulations, provide important foundations for knowledge acquisition but can be limited in their ability to replicate the uncertainty, situational awareness and cognitive pressures encountered in operational policing. Recent developments in immersive learning technologies, particularly Extended Reality (XR) and Virtual Reality (VR), present new opportunities to support experiential learning through realistic and interactive digital environments. This study focuses specifically on the pedagogical and curricular implications of immersive technologies within Higher Education (HE) policing programmes.
This paper presents findings from the exploratory phase of a research project examining the potential integration of XR/VR technologies within police education. The project was supported by funding from the UK Arts and Humanities Research Council (AHRC) under the Curiosity Award framework and forms part of a broader programme of research exploring digital innovation in professional education. The study draws on qualitative data from a series of stakeholder focus groups involving policing academics, policing practitioners and digital learning specialists. The discussions explored perceptions of the pedagogical potential of immersive technologies, the types of operational policing scenarios most suited to immersive simulation, and the institutional and technological challenges associated with implementing XR/VR within university-based professional education. Data from the focus groups were analysed using thematic analysis.
Analysis identified three overarching themes: pedagogical opportunities for immersive experiential learning, practical and institutional challenges associated with implementation, and design requirements necessary to ensure authenticity, ethical realism and alignment with professional learning outcomes.
Findings indicate strong support for the use of XR/VR environments to enhance experiential learning, particularly in relation to developing operational decision-making, situational awareness and communication skills in complex scenarios. Participants highlighted the potential value of immersive scenarios in enabling students to engage with realistic policing situations while allowing repeated practice and structured reflective learning. At the same time, several important challenges were identified, including the need to ensure pedagogical alignment with learning outcomes, maintaining sufficient realism to support professional credibility, and addressing issues of technological access, scalability and staff capability.
These findings provide an initial set of design considerations for immersive policing simulations and will inform the next phase of the project, which will adopt a Design-Based Research (DBR) framework to guide the iterative development and evaluation of XR/VR learning environments. By foregrounding stakeholder perspectives during the early stages of design, the study contributes to emerging discussions on how immersive technologies can be meaningfully integrated into HE curricula that prepare students for complex professional practice.Keywords:
