Abstract:
The new trends in education significantly affect the issue of introducing smart governance at all levels of the educational process - from applying for and enrolling students to adapting the learning content to the personal perceptions of each learner. The entry of new information and communication technologies (ICT) into public life is among the key factors for the emergence of new market niches, such as the processing and analysis of big data, the internet of things or cloud services, all of which contribute to enhancing the capabilities and improving the quality of education. It is no accident that the ability to make timely and informed decisions thanks to technology is now much easier and more intuitive, based on a solid mathematical fundament.

In the past, the human brain has rarely been able to sift through vast amounts of information and locate the data needed, whereas today, with the help of appropriate artificial intelligence systems, solutions are easily extracted by precision computing algorithms even from the most complex information environment. The higher education system is particularly important as a subject of strategic interest and the introduction of smart governance, as the human resources it produces are the backbone of the new digital economy. It is the intersection of the interests of various stakeholders - teachers, students and employers, but in practice it has implications for the whole social development, and, to some extent, its proper governance is a measure of the development success of entire nations and countries.

The article analyses various aspects of the digitalisation of education and the possibility of developing a profitable strategy for its effective and long-term improvement by introducing smart governance and accepting the constant change as a key and inevitable necessity. The role and the impact of the educational transformation on all stakeholders are highlighted and the possibility of sharing “universal” best practices between education systems in different countries is analysed.
