Abstract:
The dynamics of the modern society development requires the availability of adequate methods, tools and systems for receiving and processing information, for managing the information flows and the processes that they control. With the development of the technology, the systems supporting the social and economic life have become increasingly complicated and the need for intelligent management of such complex mechanisms becomes apparent to all. More and more products and services related to even day-to-day activities are no longer the result of heavy industrialization or consumption of natural resources, but of human capital, which is why we call this phenomenon a knowledge based economy. It is characterized mainly by the fact that knowledge is both a source of production and its value-added product, which ultimately enhances the public well-being and the quality of life.

In a knowledge-based economy, the education is a key social sphere, without which progressive development of society is not possible. Like any other system the education also needs modern, adequate and flexible management mechanisms. It is especially important to have an intelligent system for managing the higher education, as most of the professions of the future are linked to the latest technologies, knowledge and skills that should be acquired right before the citizens enter the labor market.

In this article, I will describe a conceptual model for implementing modern technological solutions for processing information and synthesis of network structures with the required level of functional reliability and efficiency in the field of higher education. I will analyze the processes in a higher education institution and the extent to which they could be the subject of a comprehensive implementation approach in a knowledge and process management system. The material describes the specific steps and stages to be followed, from the concept, design, development and implementation of the system, enumerates its goals and the key actors in the process.
