Abstract:
This paper deals with today’s educational theories and technology standards for new framework in bilingual concept in engineering education creating a bridge from abstract learning content components to real technological environment transforming theoretical knowledge to the bilingual and bicultural practical world of implementation. The content of this article is designed to explain how critical is to understand the value of bilingual teacher competencies focused on synergy of educational theories, digital content and in communicative competence to support tracking activities of students mobility. The bilingual concept is based on reusable learning content that allows teachers and students to leverage content bases, intranet, internet, and other digital educational technologies to prepare learning content as small modules for individual forming of specific competencies. Dominantly this paper examines the role of bilingual competencies of teacher to understand historical, legal, and global environment context including cognitive needs of bilingual students in bilingual education program to make appropriate instructional decisions on educational program model and content design, and selection of appropriate instructional strategies in relation to specific program model/subject. Among the many factors to effective educational technology teaching and learning to consider are benefits of digital content, technology training, and usable learning gains. New educational bilingual model brings a sense of context and purpose to educational technology to the surface of direct linking of technology and constructivist school of learning. To do so, I first note the significance of bilingual work relationships, then, outline various of educational theories evident in engineering education, next discuss the role of digital tools in those relationships, and conclude by forecasting future trends in bilingual education as a stone of engineering educational mobility to support content area knowledge and skills and their open development in academic and practical world.
