ICT SKILLS DEVELOPMENT: ANALYZING EFFECTIVENESS ISSUES ON GOVERNMENT ACTIONS IN EUROPE

Abstract:
The present research proposes an analysis on the ICT skills development in the period 2014-2018 within European Union. A breakdown between countries on the basis of their GDP expenditure share in ICT (Information and Communication Technology) is developed, in order to identify the expenditure propension of the EU 28 Members in the digital context. Furthermore, a breakdown between countries on the basis of their digital effectiveness performance is also developed with the support of the Digital Effectiveness Performance Index (DEPI). DEPI, starting from the Government Effectiveness Index (GEI), according to the five Digital Economy and Society Index (DESI) dimensions, aims to assess which are the main sources of digital effectiveness for each country. The cross national comparative study shows that in order to reduce the gap within EU28 member states, it is necessary to develop an ambitious government actions to support the improvement of the single performances, in digital dimensions, of European countriesKeywords:
