Abstract:
This study is a qualitative study, conducted to get the opinions of teachers, school administrators and education inspectors regarding the targets for the appointment and training of the school administrators in Turkey’s Education Vision 2023 Document. In this study, based on qualitative research design, case study, was used. In this research, twelve teachers, eight school administrators and six education inspectors working in Istanbul in 2018-2019 academic year and experienced for 10 years and more in the public of National Education Ministry were included. The participants views were analyzed according to the “2023 Education Vision” document about the school administrators appointment and training. In the study, a semi-structured interview form consisting of 6 open-ended questions was used.

In this study, according to the opinions of teachers, school administrators and education inspectors the following results were reached: School administration should be structured as a professional career field based on professional specialization skills and Relevant employee personal rights should be improved. School administration based on professional specialization skills should be structured as a professional career field at the post graduate level. Qualifications-based written exams and other objective criteria should be used for the appointment of school administrators. Some of the inservice training activities for school administrators should be converted from the practice of a participation certification to that of an accredited certification program to be run by universities. Cooperation initiatives should be developed with universities and NGOs for face-to-face, formal, and/or distance training programs to support the vocational development of teachers and school administrators. According to the findings, the process of selection, appointment and training of school administrators should be implemented based on objective criteria and principle of merit in order to improve the quality in Turkish educational system. However, the results of the research will shed light on the researches aimed at achieving the objectives of selection, appointment and training of school administrators.
