THE INFORMATICS LAW IN THE AMAZON: A BRIEF REPORT BY THE UNA-SUS AMAZON RESEARCH AND DEVELOPMENT CENTER

Abstract:
The Informatics Law in the Amazon (Law No. 8387/1991) establishes tax breaks for companies that produce IT goods and services and, in return, it must apply annually approximately 5% of its gross billing in the domestic market, resulting from the sale of incentivized products, in research, development and innovation activities (RD&I) to be carried out in the Amazons. The activities, established by law, can be: basic research, applied research, experimental development, technological innovation, professional training or qualification and scientific and technological consulting services. By obligation, they must be developed in the Western Amazon, which covers the states of Acre, Amazonas, Roraima, Rondônia and the state of Amapá. They stand out, as an application in RD&I, the partnerships between Scientific, Technological and Innovation Institutions (STIIs), of civil rights, and as benefited companies for the development of research, development and innovation activities. The Amazonas State University is one of the STIIs that most partner with companies in the Industrial Pole of Manaus for the development of RD&I activities in the state of Amazonas, as shown in its annual reports. Thus, this article presents a brief report on the experience between university and company, approaching the UNA-SUS Amazon Research and Development Center as a success case, with data obtained from the partnership between the University of the State of Amazonas and the company Samsung, in the period from 2016 to 2021. The Center was inaugurated in 2016 and its main areas of activity are: Innovation, Health, Education and Technology. Its mission is to develop educational technological solutions that enable the permanent guidance of health professionals, overcoming the obstacle of reaching remote, vulnerable, difficult-to-access regions where there is no broadband access to the internet, characteristics of the Amazon region. In this case, access to information is achieved through the use of mobile apps on smartphones or tablets, which can work even without a continuous connection to the web. As a result of 2016 to 2021, the Center has already developed 3 projects arising from the promotion of the Information Technology Law in the Amazon, with the company Samsung, the main sponsor. It has participated in 35 scientific productions, in the categories of: full article, event proceedings, presentations at events and book chapters. Training was also carried out, highlighting UNA-SUS Tech and Health, an international event held in 2018 that marked the launch of the UNA-SUS Amazon application, which was the first product of the partnership between UEA and the Samsung company. Currently, the Specialization in Digital Health projects and the development of the Salus VR Platform are in progress. Following the Triple-Helix model, the university / government / business interactions are the key to economic growth and social development based on knowledge, the Research and Development Center is an example of this interaction. It is noted that a partnership established between the actors under study stimulates the development of innovations, encourages research, favors regional economic growth and promotes training and the generation of talent in the region.Keywords:
