Abstract:

This study examines the significance of standardizing "Temporary School Closure Criteria" in Japanese schools within the global mandates of UNESCO’s Greening Curriculum Guidance and the Comprehensive School Safety Framework (CSSF) 2022-2030.

The CSSF defines "School Disaster Management" (Pillar 2) as a cornerstone for protecting students. UNESCO advocates for a "Whole-School Approach," emphasizing that climate readiness must extend beyond the curriculum to encompass school governance and operations. However, current school crisis management in Japan often relies on the subjective experience of administrators. Research indicates that many schools face difficulties in standardizing criteria and ensuring consistency with neighboring institutions, which increases the psychological burden on staff and hinders consensus-building with the community.

This study positions the standardization of school closure protocols as a critical "Climate Change Adaptation" measure, ensuring "educational continuity and a safe learning environment" as required by the CSSF. By synchronizing criteria with objective indicators such as national meteorological warnings, schools can remove individual bias and enhance transparency.

Furthermore, the paper highlights the "Precautionary Principle," aligning with UNESCO’s focus on social and emotional learning to build collective resilience. Integrating these international frameworks into domestic administration is essential for achieving "Climate-Ready" status and establishing a robust educational environment for the next generation.
