MOBILE APPLICATIONS FOR OPEN GOVERNMENT AND CITIZEN PARTICIPATION: THREE EXPERIENCES OF THE SOUTH (ARGENTINA, CHILE AND COLOMBIA)

Abstract:
In this paper I'm going to do a reflexión about the potential of mobile app to facilitate and promote interaction between governments and citizens, by analyzing three initiatives of use of mobile app for citizen participation and open government in Argentina, Chile and Colombia (an experience per country).

I do this by studying the characteristics of each app for supporting Open Government, and cooperation of the citizens. Interested approach the objectives, principles, guidelines and requirements of production and development of mobile applications.

Responds to the need to problematize technology experiences for development, that is, is a reflection on how the emergence of mobile app for Open Government in some Latin American countries may facilitate or limit social change through citizen participation, and how these spaces may or may not be scenarios for learning, building schools for active citizenship.

This paper is inserted at the intersection of two issues, firstly matters related open government and citizen participation. On the other addressing the connected mobile phone.

Open Government refers to the ways in which the state and the citizens, can communicate and rebuild the social contract that gives legitimacy to governments and democratic systems. Open government is not only an opportunity to build a new partnership with citizens, it is also a solution to have efficient states front the services and demand from citizen.

However, the question is whether mobile applications allow interaction or reproduce existing practices of communication, that is, It is possible for citizens to be heard and that their proposals are included and implemented by governments?.

To place democracy with Open government as a space for interaction and shared experiences that can to articulate the differences and promote social cohesion (Velasco, 2006) .

On the other hand, mobile telephony in Latin America has one of the highest rates of growth in recent years, with almost 30% is the world's fourth largest market with nearly 326 million unique subscribers and 718 million connections (GSM Association 2013: GSM).

In the Report on the Economics of Information (UN 2012 Nations) it states that the rapid spread of mobile telephony, improving connectivity and introduction of new services and applications, favor a more inclusive development, with repercussions on the increase the potential of ICT for health, education, governance and the private sector.

Some of the technical advantages associated with mobile technology are ubiquitous connectivity, information sharing with the integration of databases and social networks, interactive design and interaction features, and be on combining multiple screens mobile applications development websites and online information systems.

In this context, the use of mobile telephony for Open Government can be an opportunity to open new channels of communication between citizens and governments new opportunities to learn and practice citizen participation.
