Abstract:
Global tendencies in the present day system of higher education in Russia are connected with the Bologna process when Russia signed the documents concerning the change of Russian system of higher education from “a specialist paradigm” into a two level European system. The necessity of introduction of qualified innovation of the present day system of education took place under the impact of constant modernization and globalization of the society. The education in the country should have European standards of education that expands universal global values. Transformation of the educational paradigm “education for the whole life” into the paradigm “education through the whole life” has changed the present day system of education, intensified its role in the life of every person. Industrial society used to have its own social order for education: any person was to get education in a particular field becoming a professional in the youth and that choice was for the whole life. Such approach to education can not be satisfactory nowadays because one has to cope with coming challenges due to changing situations in life and professional activities.
The main thing that comes from the search of the modern strategy in higher education is that the result of the activity of higher institutions should be not only the system of knowledge, skills and habits but a set of fundamental competencies, universal and professional. The search for new education paradigms is typical of present day Russia because the old system of training specialists in higher education can not satisfy a new society that is striving for a breakthrough in all spheres of life. This search is typical not only of Russian pedagogy. A lot of fruitful ideas of modernization have been taken from the experience of Western pedagogy schools.
The team of educators of Bashkir State pedagogical university is working at the problem of creation such model of higher education at the pedagogical university that could provide the facilities for choosing the individual route for the acquisition of universal and professional competencies with students for them to work in the future not only in the rigid field of professional interest but also in other spheres of professional activities. The educational model should be an informative-educational realm in the frames of which a person can fully realize oneself and choose one’s own route for education. The proposed model is a transition model of higher education for the pedagogical university the main target of which is the formation of competencies connected with the analysis of information and capacity of self education; competencies connected with the political and social aspects of life; communicative competencies.
