Integrated Quality Management System (IQMS) is a new concept that has been introduced by the National Government in order to enhance and monitor the performance of the Education System of the South African Country. It involves the following three programmes:

• Developmental Appraisal;
• Performance Measurement; and
• Whole School Evaluation.

The purpose of the Developmental Appraisal (DA) is to appraise individual educators in a transparent manner with a view to determining areas of strength and weakness, and to draw up programmes for individual development.

The purpose of Performance Measurement (PM) is to evaluate individual teachers for salary progression, grade progression, affirmative of appointments and rewards and incentives.

The purpose of Whole School Evaluation (WSE) is to evaluate the overall effectiveness of a school – including the support provided by the District, school management, infrastructure and learning resources – as well as the quality of teaching and learning.

Research Methodology to be used will be both the Quantitative and Qualitative modes of inquiry. The three sets of questionnaires directed at the educators, principals and also the District Officials will be used. Furthermore interviews will also be conducted in order to get a deeper understanding of the effectiveness of IQMS as a performance management tool.

Simple random sampling will be used whereby various participants of various categories from all the districts of the Eastern Cape Province will be involved. Recommendations based on the findings will be outlined in order to improve the entire system where gaps have been identified.
