Capital equipment efficiency in Malaysian public universities should use an appropriate model. Potential reserve of maximum OEE ratios can be obtained by eliminating the un-utilization of capital equipment losses clearly seen according to mathematical point of view. This is the fundamental step to discover of optimization of capital equipment utilization versus expenditure configuration. The basic of OEE optimization in machining environment it requires high skill of technical human factors. In the other hands, the total utilization of capital equipment could be smart distribute to use of capital equipment but not only for graduate students but also open to researchers and the industrial organization who is interested or who has collaborating with the university. The objective of this study is to develop a new formula for calculating Overall Equipment Efficiency Model (OEEM) of capital equipments in Malaysian public universities. Therefore optimum range of capital equipment utilization to satisfy the completion of inefficient equipments with both OEE and consumption can be determined. Further step of OEE evaluation is useful for finding the optimization of other specific equipment for non-capital equipments which are applicable. This research was developed into capital equipment utilization standard for calculating the efficiency of capital equipment through OEEM. It also capable to determine the optimization ranges of capital equipment utilization and represent the similar method in favour of assessing the Malaysian Public University ranking on the future.
