EDUCATIONAL PLANNING BASED ON COMPETENCIES IN ELEMENTARY SCHOOL: A VIEW FROM THE TEACHERS

Abstract:
This research conducted, using the survey technique, a study on educational planning based on competencies, in a sample of elementary school teachers in one educational area of the State of Durango, Mexico.
The research questions highlighted the perceptions relating to the educational planning process, the indicators that received higher or lower scores, as well as certain items on the impact on school performance and student learning of the educational planning.
The theoretical approach developed for this research, elucidated the competence approach applied in the planning process by teachers, and includes references under the Comprehensive Reform of Basic Education (RIEBER), which is currently being implemented in the Mexican national education system since 2009 and whose core reform is the emphasis given to the professional competence of teachers expressed in the educational planning process based on competencies.
Research participants were a sample of 101 teachers from the first, second, fifth and sixth grades of the schools in an education area in the State of Durango, Mexico, data were analyzed with the software Statistical Package for the Social Sciences (SPSS) version 18.0. The analyses conducted included descriptive and inferential statistical tests, including Student's t test for one sample, the bivariate correlation and anova analysis of mean differences for the classification groups : gender, age group, years of service , highest educational degree, the taking of a course on educational planning, the taking of a diploma course on planning and the number of hours per month spent on planning the design of their teaching.
The results show passing values for the educational planning process and their applications in the classroom, however, from the teacher's perspective the study reveals disapproving values for certain items such as the bureaucratic use this type of planning and the impact indicators which show that since this type of planning is used, school performance has declined or remained the same.
On the contrary, it is widely perceived by the teachers surveyed in this study the strengths of educational planning based on competencies , to support constructivist learning processes from the order of classroom strategies.Keywords:
