Abstract:
It is often difficult to manage a domain such as public administration due to its complexity. More often than not, reforms taking place in different countries are caused by European, or even international tendencies. Alignment to European standards can prove strenuous in countries where the communist “legacy” has been deeply embedded, and Romania is one of these states.

Digitalizing public services for the citizens still remains a desired reality in the context created by the Covid-19 pandemic. The changes that will come with digitalization, through the aging of the currently employed civil servants, through the need to manage budgets with more care will have to be accompanied by continuous refinement and improvement of these civil servants. How will the civil servant of the future look like? How will they ensure their professional training in these new circumstances? Could they be replaced partially or entirely by the virtual civil servant? Will the Romanian public management develop resources to keep up with the digital transformation, which will respond to the citizens’s requests and expectations?

The present study, based on a qualitative research, has the aim to analyze the solutions offered in terms of professional training to both the active civil servants, as well as those occupying a managing position. Moreover, the aim is to analyze the current tendencies of the professional trainings in order to improve the activity of internal control within public administration.

We applied the method of document analysis and comparison, having at our disposal activity reports and official data from 2018 to 2019, which were developed by the National Agency of Civil Servants in Romania.

Thus, we identified the level of financing, the results and the needs of the training process of the employees with internal managerial control attributions in the context of digitalization.

The educational benefits are given by the originality of the paper: "Training of staff with internal managerial control in the context of digitalization", a topic little researched in the literature, but of great interest to internal control specialists in public institutions.
