Years before, Edgar Morin (1999) and Jacques Delors (1996) explained that education is required to change for adjust to the modern world’s needs, who should be based in learning to learn, learn to be, learn to do and learn to coexist. Teaching has changed according to Marcelo and Perera (2007), nowadays learning is the student active construction. And it has passed the one direction and one dimensional to multidimensional teaching and learning with multiple learning environments (Didrickson, 2005, named by Gairín, 2011, p. 56). In turn, Núñez, Cuesta and Penelas (2013), consider it is necessary that the universities be aware to the needs of adapt their training profiles, designing new teaching methodologies, knowing and applying new resources and including new learning strategies to suit to the context as required the European Higher Education. First of all, this paper shows an analysis about the trends in educational institutions internationally then deepens into the national study guidelines of the Ministry of Higher Education, Science and Technology of Dominican Republic (MESCYT) also the Autonomous University of Santo Domingo (UASD). The purpose of this paper is to diagnose in depth how to implement learning skills using the ICT for the collaborative learning to improve the student´s communicative competence, unavoidable elements in all innovative processes in higher education. The reason for this study was to observe how the courses in the blended and virtual modalities in UASD-Virtual platform are expanding, however, the subjects of the School of Letters did not last beyond one semester.
