Abstract:
Science and education in the modern world are not issues addressed only by academics. Today, research is the highest priority in European Union policy. In this context, the realization of the objective of improving the quality of higher education defined by the Bologna Process is becoming increasingly relevant as an investment in knowledge. The current information revolution and technological development are contributing to the rapid transition of our society into a knowledge-based society. These challenges also require a new approach to education and training opportunities in the context of lifelong learning.

The aim of the article is to present and classify some of the problems that arise in the study of the quality of lifelong learning as an opportunity for anyone using the new information technologies as the basis for a new educational environment. Information technology can be used in at least two ways: the theory and practice of education.

First their application must conform to the civilizational changes that attack the traditional education systems. Secondly, it is important to note how new information technologies can help to solve problems and to overcome the constraints imposed by the existing education system. All these issues are addressed in the context of the new EU strategy "Europe 2020".

Methodology:
In the research are used common methods of scientific knowledge, namely: content analysis of international and national programs and regulatory documents, opportunities for using ICT in longlife learning; observation; and analysis based on projects funded by the European Union. The method of personal observation was used to gain an authentic idea and to assess the status of lifelong learning and its implementation in Bulgaria.

Results:
• Comprehensive analysis and impact assessment of the role of ICT in lifelong learning.
• Identification of innovative changes in the methods of working with learners in the field of lifelong learning trough use of ICT.
• Outline prospects for the development of lifelong learning in Bulgaria in the context of "good practices" in the European Union.

The research can be useful both for those interested in the theoretical aspects of the use of ICT in lifelong learning and for practitioners.
