Abstract:

The research is devoted to the analysis of development prospects of scientific, technological and educational complex of Russia, motives and conditions of inclusion of the Russian Federation in the global scientific and technological race. At the base of the study-work in the style of "presentalism" with the texts of documents approved at the Federal government level in 2016-2018, expert assessments of scientists, scientific and technical workers of academic institutions and universities, government officials, observing different views on the initial positions and prospects of scientific, technological and educational development.

The main result of the study is the presentation of the fact that the Russian example of efforts to develop the scientific and technological sphere has, from our point of view, one feature of the fundamental properties in the context of globalization, which should be carefully looked at. Today, Russia is becoming a country that is now actively seeking state support for various forms of scientific, technological and educational development in combination with private models of influence on this sphere at a new socio-economic and political stage. This hides the content of the conflict and tension between government officials and the scientific and academic community.
