Abstract:
The main objective of the European Union's TEMPUS program is to assist in the modernization of higher education in countries outside the EU. This goal was achieved through the transfer of best practices and experience of EU universities to the countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region. An additional objective of the program is to promote the creation of long term relationships between universities and the people.

Lublin University of Technology was a partner in consortia implementing a series of three projects related to the opening of new Master specializations called Computer science as the second competence. These projects were implemented for universities from Central Asia and Russia. On the basis of these more than nine years of experience, an analysis of the positive and long-term impact of TEMPUS projects on the development of EU universities is presented in the paper.
