Abstract:
The effectiveness of curriculum performance depends on the impact of policy on the whole school, with the aim of improving the quality of education and learner performance. The purpose of the study is to explore the impact of an Integrated Quality Management System on learner performance in schools in the Warmbaths Circuit of Limpopo Province. The aim of the policy implementation of Collective Agreement No. 8 of 2003 was to improve the performance of learners. The study followed a qualitative research approach with interviews and a questionnaire. The population of the study is the teachers and the SMT. Purposive sampling was used to select teachers and SMTs that are more involved in evaluating teachers as their immediate supervisors. Data was collected through individual semi-structured interviews and document analysis. Kolb’s learning theory was used as a theoretical lens for this study to evaluate how IQMS is practiced in the circuit understudied. Thematic approach was used to analyze data. To ensure issues of ethical consideration, the researcher ensured that there is anonymity, confidentiality, informed consent, voluntary participation, participants’ privacy and safety. The study found that teachers were not adequately trained before implementation, and that negatively impacted the project. Moreover, the study further revealed that poor communication, a cascade model of training, teacher attitudes and self-motivation, too much paperwork, and poor monitoring and support had a bad influence on the study. The recommendation was extensive training and a reduction of instruments to evaluate teachers and make them user-friendly. Furthermore, the amendment of the Collective Agreement No. 8 of 2003 need to be reviewed to reduce paperwork and promote learner performance.
