Abstract:
The objectives of this paper are, firstly, find out if the use of the ICT, EXe-Learning and CmapTools, has brought about interactivity among the students, between students and teacher and among the students and the ICT. Secondly, it aims at checking if it has caused a lot of motivation among student and, thirdly, it if the use of the ICT has promoted an active and discovery learning and if the learning has been significant. It also aims to characterize the determining factors influencing the process of creation of this innovation project.

This experience arises from the creation of a teaching team seminar conducted during the course 2012-2013 whose main objective was to study the use of authoring tools as EXe-Learning and CmapTools for the creation of digital resources in the Bilingual Program.

Traditionally it has been considered that the factors favoring educational innovation are the organizational culture, the readiness for change, the connection with the needs of the users, the existence of individuals or groups of entrepreneurs and ease of exchange and contrast.

We understand the need to promote the innovation as a way of improving the teaching practice as well as the education quality in the education system of Murcia and, thus, helping to promote the creation of innovative educational projects in secondary schools of the Region of Murcia.

The education system of today's society is subject to great changes of various kinds: processes shift from conventional training environments to other areas; widespread demands that students receive the skills needed for lifelong learning; commercialization of knowledge, which simultaneously creates opportunities for new markets and skills in the sector, etc.

Change and innovation are linked to the key concept of school organization because any project of innovation and educational change need some organizational structure as a prerequisite to materialize an improvement in educational processes. From this point of view, we can determine that, based on these processes of innovation and change, there are a number of variables in the area of the school as an organization that are expressed through the culture of the school and that will influence on the success or failure of the progress or of the changes proposed .

Some studies, in accordance with relevant specialists consulted on the issue, such as Marcelo (1996) and Tejada (1998), consider that educational change and innovation in education are similar and equivalent concepts.

In addition, the project eXe develops a freely available open source application to help teachers in the publication of web content without the need to be proficient in HTML or XML format. The resources created in eXe can be exported in IMS Content Package, SCORM 1.2, or IMS Common Cartridge or as single and independent websites.

In conclusion, after the completion of this teaching team seminar it has been verified that the use of ICT, EXe-Learning and CmapTools, has brought interactivity between students, between students and teacher and among students and ICT and it has been increased motivation among students. In addition, with the use of ICT has been promoted active and discovery learning and that learning has been significant. Finally, the factors that have influenced in the process of creating this educative innovation project have been characterized.
