Abstract:
According to Article 25, part 1 on the Universal Declaration of Human Rights, access to healthcare is one of the human rights of every person. “Health is the Wealth of a Nation”. The World Health Organization has defined Health as "A state of complete physical, mental and social well-being, and not merely the absence of disease".

Health is one of the dimensions of Well Being (well- being is multi-dimensional) as defined by the Commission on the Measurement of Economic Performance and Social Progress. According to Sen well-being is seen as a functioning capacity and the ability to achieve it.

However, the healthcare system worldwide is not functioning well and is faced with several problems today.

The purpose of this research is a) to study the similarities and differences of healthcare systems among some industrialized (USA, Canada, France, UK, Germany, Sweden, Japan, Australia) and BRIC (Brazil, Russia, India and China) countries. b) To examine healthcare systems of European Union (EU) countries, to find out if agreements exist among EU countries which enable healthcare services to all residents & visitors in EU? c) To find out if countries with similar healthcare systems can form agreements to provide affordable, quality healthcare to all residents & visitors) to explore the establishment of a Global Medical Council.
