INTEGRATING CIRCULAR ECONOMY AND GLOBAL UNIVERSITY RANKINGS: A FORESIGHT-BASED STRATEGY FOR THE UNIVERSITY OF NOVI SAD

Abstract:
This paper explores the intersection between global university rankings and sustainability-oriented institutional strategies, focusing on how the inclusion of circular economy (CE) principles can enhance university performance in ranking systems such as the Shanghai, QS, and THE rankings. As these global systems increasingly incorporate sustainability, environmental impact, and SDG-related metrics, the University of Novi Sad (UNS) seeks to anticipate these shifts and align its development model with foresight-driven sustainability practices. The research combines a longitudinal analysis of ranking criteria (2015–2025) with a comparative evaluation of sustainability weighting trends. Predictive modelling and foresight techniques are applied to identify future directions in ranking frameworks. The study also uses qualitative case studies of UNS sustainability initiatives (energy efficiency, waste management, and circular resource use) to assess their potential ranking impact.

Preliminary analysis indicates a clear correlation between sustainable campus initiatives and improved visibility in the QS and THE sustainability dimensions. Circular economy indicators, such as renewable energy integration, green procurement, and waste-to-resource conversion, are emerging as influential in global ranking methodologies. Incorporating these elements into institutional strategy increases competitiveness and global visibility. Sustainability and CE-related metrics are progressively integrated into ranking criteria. Institutions capable of quantifying their environmental and societal impact are expected to gain visibility and funding advantages. UNS can strengthen its position by introducing transparent CE performance indicators and establishing a Sustainability and Ranking Observatory to monitor shifts in global methodologies.

The transparency of ranking methodologies limits predictive precision. Nonetheless, integrating foresight and circular economy principles allows universities to strategically position themselves ahead of ranking updates and enhance resilience. This paper introduces an innovative analytical framework linking ranking foresight and circular economy integration. It positions UNS as a model for universities in Widening regions aiming to achieve sustainability-based competitiveness in the evolving global higher education landscape.
