Abstract:
In this paper we present some strategies for social and cultural integration of immigrants. A participatory management will positively influence the management of immigration, understood as a set of actions for the allocation and management of public resources to control and coordinate the flow of citizens from third countries entering legally or illegally on the territory of Romania, within the limits of the policies that underpin the state's attitude towards the state, by this phenomenon. The beneficial management of immigration is equivalent to the efficient management of the public resources allocated for the creation and application of the specific legislation of the domain and of the institutions involved, as well as for preventing some risks generated by illegal immigration, trafficking in migrants and trafficking in human beings. The persons who enjoy a form of protection represent the most vulnerable category of the citizens of the third states with legal residence in Romania, due to the forced exile to which they have been subjected and they must benefit from increased attention and special services from the Romanian authorities. Facilitating the local integration of third-country nationals with a form of protection represents a sustainable solution to the situation they face and represents, to a large extent, an obligation of the Romanian authorities assumed when granting the protection of these persons.

Some intercultural education strategies are:

- Cultural diversity, regardless of its ethnic, racial or religious nature, represents for any society a spiritual gain in the conditions in which are discovered and put into practice the optimal ways of valuing through reciprocity, under the sign of universality, of this axiological plurality. Intercultural education is intended to be more than a compensatory education for immigrants. Through intercultural education, it becomes possible to permeate the barriers that separate different cultures, ethnicities, races or religions, which can significantly contribute to the mutual enrichment and vitalization of the cultures thus in contact.

- Another aspect refers to the fact that at the level of human society it cannot be achieved a segregation or a hierarchy of cultures in terms of major cultures and minor cultures, but only a classification of them into majority and minority cultures. In other words, it is illegal and unfounded to extrapolate the statistical value of a certain community to the level of the culture it promotes.
- In the context of the implementation of intercultural education, it is recommended to be aware of the need to solve in an optimal way the problem of the relationship between integration and assimilation.
Some strategies for social and cultural integration of immigrants are:

- A first measure consisted in facilitating the access on the Romanian territory of the third citizens who respond to the employment needs (creation of the legal framework for attracting and maintaining the labor force according to the identified needs).

- Another action aims at strengthening the control of the legality of the stay of third-country nationals on the Romanian territory and the corresponding application of removal measures and restrictive measures. Preventing and reducing illegal migration is an essential part of any well-managed migration system.

- An important objective is to improve the national asylum system in order to streamline and ensure compliance with applicable national, European and international legal standards.
Romania’s active participation in the efforts of the international community and the member states of the European Union in identifying sustainable solutions for people in need of international protection and the social integration of third-country nationals is another important strategy developed at national level. The aim is for Romania, in the medium and long term, to be involved in providing expertise in terms of access to sustainable solutions, including by exchanging information with the states participating in the regional protection programs financed by the European Commission.
