Abstract:

The main objective of this paper is to document the efforts of Abu Dhabi Emirate government to rationalize the process of policy making and connect it to the parallel government efforts to institutionalize strategic planning in the government structure. Abu Dhabi is one of the Emirates (governorate) constituting the federal state of the United Arab Emirates. To achieve the main objective of the paper, it is pertinent to highlight from the outset in this paper the importance of strategic planning in the process of policy making in the Emirate. It is also important to understand those processes of strategic planning and mechanisms that were established by the government as representing the overarching framework for the process of policy making and policy analysis and solutions. In other words the process of policy making and policy analysis is directed towards realizing the strategic objectives of the Government's strategic goals. The paper also shows document the training and educational developments that are related to those efforts.
