Abstract:
Across education, industry, and society, a persistent challenge continues to undermine digital readiness: the gap between how people perceive their digital skills and their actual ability to use technology effectively. Research conducted across seven ICDL partners in Europe and Asia demonstrates that individuals consistently overestimate their competence, regardless of age or background. Young people, often assumed to be “digital natives,” show skills gaps as wide as those of older generations. This disconnect is amplified by the widespread use of self reported indicators, which fail to measure real proficiency. Only practical, task based assessment can accurately capture true digital capability.

This presentation will explore the importance of certified digital skills in addressing the perception–reality divide and ensuring that individuals can use technology safely, efficiently, and creatively. It will also highlight ICDL’s alignment with the European Commission’s DigComp 3.0 framework, supported by internal mapping and independent validation by UNESCO and UNICEF. Finally, attendees will gain an overview of ICDL’s programme offering, including ICDL Core and ICDL’s dedicated schools pathway, and how these can support the development of both computing skills and foundational digital literacy within compulsory education.Keywords:
