Abstract:
Globalization means changes. They involve not only minor adaptation measures, but often require fundamental changes in the paradigm of creating organizations. These changes result in significant diversification of modern societies. For some, permanent change may be associated with uncertainty, a high degree of risk, insecurity. For others, it can be an impulse to take up challenges, to propose and implement innovative solutions.

Any organization setting itself certain goals assumes their most effective implementation. This also applies to the Police, despite the fact that the goals of its operation are defined externally - in laws and regulations. This process requires the involvement of all employees characterized by high strength and sustainability. The way to create optimal conditions for building the commitment of employees - members of a learning organization is for managers to adopt appropriate team leadership styles. This complex process of forming the right attitudes resulting from the involvement of police officers at all levels of the hierarchy makes it possible to achieve specific organizational goals. This is reflected in the way all police officers perform their tasks and therefore in their interactions with citizens.

The change in the style of policing that is taking place in Poland from a reactive, to a proactive one, inspired by police officers themselves, leads to the gradual introduction of the achievements of psychology, sociology and pedagogy into the service pragmatics. Managers in the police are faced with the task of appropriately creating the attitudes of their subordinates, so that in direct contact with the citizen they choose repressive or educational measures appropriate to the nature of the act and the behavior of the potential offender. The manner of communication in the relationship: supervisor - police officer - citizen, and in particular the intentions that result from these communications can have a decisive impact on the implementation of police tasks in the spirit of the philosophy of community policing.

The authors of the article, educators, on the basis of their own experience of working in the police, as well as training and coaching experiences, attempt to analyze the current educational challenges facing the police in the area of developing the quality of police-citizen relations. The article also gives some recommendations to those who are responsible for education and training of police officers.
