Abstract:
According to yearly results presented by the Economic World Forum on competitiveness, Mexico has yet to reach a privileged level in terms of competitiveness. For the mexican Tourist Sector, the challenge to be competitive is even greater.

Because of this, and in strict compliance with the terms established by the mexican trust fund, Fondo Sectorial de Innovación (FINNOVA), this project seeks to respond to the urgent need for sustainability that exists, both in the corporate environment as well as within educative institutions, while considering tourism as a rising sector and a potential money generator for the country.

It is necessary that the human capital that is being trained and educated in the institutions of higher education, as well as the employees of tourist enterprises, be equiped with an understanding of both cualitative and quantitative competences, something that would serve to generate innovation. It is a fact that productivity and competitiveness are today, the best tools for acheiving sustainability, both in corporate and in educational institutions, contributing, through client satisfaction, to the eficacy and efficiency of said organizations.

With this in mind, the proposal focuses on training of human capital in institutions of higher education, through an educative program with a transversal approach and centered on innovation since innovation is considered a key element that Mexico requires for its growth.

Already research is being carried out in order to design the Iruma Desu method for sistematizing the adoption of both qualitative and cuantitative competencies geared to innovation.

Work has been done on the state-of-the-arts on the subject of competences from different perspectives and a diagnosis of the Bachelors of Tourism and Managment of the School of Tourism of the University of Colima is currently being done. There was also a stay in Japan in the month of October 2012 to carry out inteviews with actors on the subject. In the same manner, at the beginning of 2013, a workshop with Professor Guy Le Boterf was carried out with the purpose of analizing the proposed Model.

Interviews are being done with mexican innovators in the field of tourism and in other paradigms. There is also the proposal of creating a panel of experts to discuss the advances on the Irma Desu Model. Subsequently, the Model will be put to the test in a critical process of three tourist corporations and three educational institutions.
It may be added that postgraduate students, studying masters and doctorate degrees are helping in the development of this project

The project must be concluded by June of the present year and presented to the Consejo Nacional de Ciencia Y Tecnologia ( CONACYT) ( National Council of Science and Technology) in Mexico.
