Abstract:
Currently, the scientist's Citation Indexes and Hirsch indexes are widely used to evaluate the research activity. But does the direct use of these indexes correspond to the real relevance of the research? The object of this study is the various aspects of the indexes used to assess the scientist’s research activities and scientific cooperation. The study aims to determine the most optimal ways for the indexes used to evaluate a scientist's research relevance and make a decision on his research project funding. The study uses methods of economic and mathematical analysis and logical and structural modeling. The analysis showed that the Citation Indexes and Hirsch indexes of the scientists, which have a long-term experience of work, do not provide sufficient information about the topicality of recent research, carried out by these scientists. Correspondingly, the applicability of these indexes for evaluating scientific projects, allocating funds for scientific research, and planning international scientific cooperation is doubtful. It is shown that the Activity Interval Citation Index (AI-CI), which is the citation index of the articles published by the scientist during the certain time interval preceding the planned period of research performance, provides more objective information about the topicality of research and can be used for evaluation of his research project. The AICI diagrams of ten scientists are analyzed. It is proved that these diagrams exhibit the dynamics of the topicality of scientific research and can be useful for justifying the costs of scientific research and international scientific cooperation.
