Abstract:
Scientific and technological knowledge, as well as the ability to achieve effective transfer and innovation strategies in the productive and economic sectors, are elements that, in addition to increasing the productivity and competitiveness of nations, improve their welfare levels. In this context, innovation and technological development, in the knowledge economy, constitute an ecosystem that produces knowledge strongly focused on the capacity of a country and its institutions to generate, assimilate and transfer that knowledge towards the creation of goods and services with sufficient added value to compete in a globalized and interconnected economic environment. In Mexico, public universities and research centers are viable key agents to promote technological development through the establishment of strategic alliances with industrial clusters and state councils of science and technology, which increase economic sustainability and strengthen specialized professionalization capabilities of human capital.
Mexico stands out as a producer of high technology goods, in terms of productivity and technological development, and ranks second in importance in Latin America, also ranked among the 50 leading nations that contribute to innovation processes worldwide (OECD, 2018). In the last decade, the alliances between the industrial clusters and the academy, have allowed to consolidate and increase capacities in the field of Research, Development as well as Education / certified professional training.
The industrial sector located in the northern area of Mexico, has the largest number of industries concentrated in the clusters, specifically the space industry and aerospace clusters, has consolidated its vocation as manufacturing centers of high strategic value, engineering and development, due to the degree of technological sophistication of its exports, the quality and competitiveness of its workforce, and in particular the compliance with standards that make possible the transfer and protection of intellectual property. More than 32,000 high-level professional jobs have been generated in the last 5 years in the 268 companies that make up the sector in the states of Baja California, Sonora, Chihuahua, Queretaro, and Nuevo Leon.
This study presents the linkage and collaboration model proposed by the National Astronomical Observatory SPM, Astronomy Institute of UNAM (Baja California) and the Technological University of Hermosillo (Sonora) for the development of research projects and technological development in the Aerospace sector , to influence the development of technology as well as the incorporation of researchers and professionals in the industry, generating opportunities for the development of national technology, transfer and certification of human capital competenciesKeywords:
