Abstract:
Evaluation of the effectiveness of educational programs is an established area of research and practical development. The subject of this assessment is the learning outcome, understood as a set of changes in the personal and professional qualities of students under the influence of the educational program. The key areas of performance assessment are: satisfaction of the needs of recipients of educational services within the program; compliance of the educational program with existing international and national educational standards; compliance with the needs of the market (the presence of demand for graduates of the educational program and their subsequent successful employment); compliance with the development strategy of the educational institution where the program is being implemented; rating. The assessment itself can be carried out by authorized bodies from the state, an independent expert community and the educational organization itself (self-examination).

The preparation of masters in the program "Administrative Law and Procedure" has been carried out at Petrozavodsk State University for 5 years. If in the first years of the program's existence, the number of students was 30 people, today the number has dropped to 5 people.In this regard, questions arise as to why the number of those wishing to study according to the program has sharply decreased and whether it is necessary to continue to save the program.

To find answers, the author of the article conducted a self-examination of this master's program. As a hypothesis, it was suggested that the decrease in interest in this program was caused not by a drop in the quality of education for this program or its irrelevance, but by changes in the external environment of the educational organization (deterioration of the demographic and economic situation). In the course of the study, this hypothesis was confirmed. The author's methodology for self-examination of performance includes the analysis of the following variables: personal assessment of the program by students and graduates of the program; evaluation of the program by teachers and independent experts in the field of teaching "Administrative Law and Process"; evaluation of the program for compliance with the requirements of standards and development strategy of Petrozavodsk State University; demographic and economic situation in the region.
