THE WORKFLOW CONCEPT IN EDUCATION FOR SOCIETAL SECURITY IN THE CONTEXT OF A MAJOR CRISIS

Abstract:
The rapid changes that modern societies face in the field of security have determined profound mutations in the educational systems, especially regarding the training of specialists in this field. Due to the multiple peculiarities of the security domain, educational systems functioning within this area train specialists pertaining to each societal domain (political/diplomatic, military, economic, social, medical, infrastructure, intelligence, environmental and geo-strategic framework). The major challenge to experts in security is that of having to face a negative event with a considerable societal impact such as the current situation with COVID-19 Pandemic. The fight against an invisible enemy, impossible to control, results in a lot of pressure – both direct and indirect – upon all the domains of security and especially the educational systems in the area of societal security. We define the notion of societal security as the number of interconnected situations in which the fundamental domains of a society function in order to create the conditions necessary for producing the goods and services vital to population. The scientific expertise of the specialist in the military field may constitute the grounds for formative development of the other societal domains. This is possible by applying the new methods and concepts of developing the import and export of scientific knowledge among educational domains, in a systemic manner of inter-connected networks. In order to reach this goal, we started from describing a model of workflow in the domain of education for societal security, based on the fundamental issues involved in training a specialist in the military field and critical infrastructure protection. Thus, we believe there is the chance of obtaining superior results regarding the formative mechanism of the specialist in societal security and, implicitly, of better chances of confronting the new crisis situations, post-COVID-19 Pandemic, which will undoubtedly be more complex and harder to manage.
