Abstract:
The problem of evaluating and comparing universities is very complex and should be solved in a flexible way, adopted to the given country and circumstances as well as to the perspective and point of view of the users of the evaluation results. The paper proposes a flexible multihierarchical list of various criteria and a method of university evaluation, based on linguistic, subjective opinions with respect to individual criteria, delivered by experts from various fields. The criteria are divided into such categories as scientific strength, university development, economical effectiveness, university image in the eyes of different society groups etc.. The paper presents the results of the method applied to Polish universities and emphasizes general problems linked to university evaluation: both with respect to the criteria choice as well with respect to the problem of aggregating the multicriteria evaluation into one rank.
