Abstract:
All stakeholders who are involved in the teaching and learning process make a significant effort to try to measure the quality of the educational services. For a comprehensive evaluation of the quality of education in Higher Education Institutions, it is necessary to take into account the diversity and results of different activities in certain time periods. The problem of complex evaluation is determined not only by the fact that the indicators that describe the properties of objects are incomparable, heterogeneous and measured in different time periods but also by the lack of scientifically sound approaches to their aggregation (integration) in a complex evaluation. The focus of the study is an approach and methodology for complex evaluation of similar objects in the European Higher Education Area, based on the relevant standards and guidelines for quality assurance (ESG). As a result, a model of a criterial system for evaluating similar higher education institutions and bachelor, master, and doctoral programs, that these institutions provide in different time periods. Different quantitive methods for the complex evaluation of educational programs in different scientific fields have been proposed and experimented.
