Abstract:
Nursery school education in Poland is the educational offer for children from the beginning of the school year in the calendar year when they are three years old, till the end of the school year in the calendar year when they are six years old and its basic organizational form is the nursery school educational institution. The net of nursery school institutions is complemented by nursery school units at primary schools and other forms of nursery school education, such as nursery school centres and nursery school units.

Districts were definitely obliged to guarantee all of the five years old children the right to have a one year long nursery school preparatory education. The execution of that law is the obligatory task of each district itself and the refusal to execute that law may take place only through the administrative decision.

The local government units may establish and run only the public nursery schools. The net of public nursery schools and other forms of nursery school education which are run by the district is complemented by the number of private nursery schools established by a legal person or the human legal person. The legal person or the human legal person may establish the public nursery school on the basis of permission from the given district and after receiving the positive opinion from the chief education officer.

It is the chief education officer who is in charge of both public and private nursery schools and other forms of nursery school education. His supervision relies on assessing the state and condition of the educational, upbringing and protective activities regarding institutions and teachers. He also analyzes and assesses their effects and gives those teachers and institutions some help to let them execute their tasks. The chief education officer especially analyzes the conformity when it comes to the employed teachers with their required qualifications, the execution of the programme base of the nursery school education, obeying the nursery school statute and the children rights, enabling children safe and hygienic condition during their education.

The educational right determines only organizational and programme frames of nursery school functioning. The detailed description of nursery school functioning is in the frame statute of the public nursery school included in enclosure no. 1 in the directive of the Minister of National Education from 9th February 2007 which changed the directive on frame statutes for public nursery schools and public schools (Journal of Laws No. 35, position 222).

The directive determines organizational frames for both public and widely available nursery schools and special integration nursery schools and other forms of nursery school education. The frame statute of public nursery school is the base to work on the statute of the particular nursery school. The statue is one of the most important documents of the given nursery school, which is the base of its activity. Its offer may be broadened but it has to be in accordance with the frame statute.
