Abstract:
The Strategy of Education, Science and Technology adopted by the Government of the Republic of Croatia in 2014 [3] places special emphasis on lifelong learning oriented on educators, teachers, andragogy workers, expert associates and school principals. In accordance with the above in May 2017 Agency for Vocational Education and Training and Adult Education (AVETAE, in Croatian ASOO) of the Republic of Croatia started the project of “Modernization of the system of VET teachers’ professional development” which has finished in December 2019.

The project activities have aimed and resulted in the development of:
1) the guidelines for (vocational training) and continuing professional development (CPD) of vocational teachers and
2) a new concept/model of continuing professional development of vocational teachers based on those guidelines.

One of the guidelines is the one referring to the competencies for lifelong learning and quality culture as it has been noticed that VET teachers do not have enough support to develop those competencies in accordance with the latest trends. Guideline Improving the quality culture and developing competences for lifelong learning has been developed in order to connect the concept of lifelong learning with the aims of encouraging social inclusion, strengthening active citizenship, developing the individual potential of individuals and their larger competitiveness and employability.

On the other hand, improving the quality culture with an emphasis on better knowledge of quality management systems, socially responsible business, social entrepreneurship and developing career management skills would greatly contribute not only to personal development and career progress of individual teachers but also to their schools and students success.

The paper aims to present the needs and challenges regarding the guideline Improving the quality culture and developing competences for lifelong learning to respond those needs and challenges, outcomes, beneficiaries and stakeholders, assumptions, risks and recommendations related to the guideline implementation.
