Abstract:

This situation of lack of English-speaking educational environment slows the internationalization processes down in terms of students' mobility, accreditations etc. Analising the situation the author came to conclusion that the reasons why so many people are at the mediocre level of English are more motivational rather than resourse based. There is a strong interdependence of internationalization, integration to the world education system and creating the English language fluency, which form a circle: on the one hand you are not motivated to work hard long time to meet the language requirements of foreign university if you can’t feel the opportunity and its special privilege of being an oversea student and, on the other hand, you will never have an opportunity to touch and feel the atmosphere of international academic environment if you don’t speak English well enough.The article considers solutions to establish English language environment among universities which follow Kazakhstani model of education, where 95% internal and 80% external communication are in Russian or Kazakh and 80% of students are taught in their native language. The result of applied research, done using regular language proficiency progress measurement, opinion polls, focus groups interview analyses, collection of similar countries' experience, analysis of trends of Kazakhstani higher educational system development in the field of internationalization is submitted in the form of three dimensioned program to provide proper training, English language environment development and motivation of students, employees and teachers.
