Abstract:
The paper presents the results of a school management survey, the purpose of which was to study the degree of autonomy of Russian schools. We have developed a questionnaire and conducted a survey about 10 thousand school managers from all constituent entities of the Russian Federation.
Comparing the results of the survey with the results of a similar study by the OECD, it should be noted that on many issues there are similar positions; in certain areas of school management, the ratio of school competence is different.
In the European education, the key marker of "autonomy" is "the degree of independence of the school principal in the process of making managerial decisions". The indicator of autonomy is the degree of influence and participation of state authorities and civil society institutions on the educational process.
In the Russian Federation, the implementation of the principle of autonomy is associated with the decentralization of the education management system and means a significant expansion of the powers and responsibilities of educational organizations. It should be emphasized that, according to Russian legislation, autonomy does not mean complete independence and self-reliance of educational institutions from state and public control, from territorial educational systems. The founder reserves serious regulatory and financial and organizational levers of influence on the processes taking place within the school.
In the course of the theoretical analysis of the concept of "autonomy", we consider various aspects of foreign and native practice. Next, we clarify the concept of "autonomy" and consider the term “autonomy of educational institutions” as an internal management system with minimal interaction with the external environment and operate in an economic self-sufficiency mode or the economic independence.
The research aim is to identify various models of educational organizations management and evaluate this models impact on the learning outcomes quality. The paper describes in more detail and graphically presents the identified features that form different models of school management.
