Abstract:
Modern education requires universities to develop various company personnel competencies, allowing alumni easily apply the acquired knowledge and skills at their workplaces. The most efficient way to train skills is the development of enterprises’ human resources on the basis of establishing joint institutional structures with the educational institutions of higher education to solve urgent problems for companies on employees’ relevant competencies compliance with professional standards.

The staffing problem is relevant for many industries now. It is impossible to resolve staffing issues by exclusively targeting employees’ training or retraining. It is for this purpose creation of the innovative integrated structures of the educational organizations and the enterprises in the form of the scientific-educational complex (SEC) is offered.

The purpose of SEC is training company personnel in competences which correspond to the available or predicted requirements of interested parties and economies, in general, on the basis of modern resource base and infrastructure effective use for carrying out scientific researches and innovative activities.

The scientific-educational complex is the structure consisting of the enterprise, its basic department in the educational organization and the educational organization itself. Exactly in such complexes the interrelation of components (science (universities) and business (enterprises)) necessary for innovative development is observed.

Primary activity of SEC is scientific-educational projects which are defined not only by the basic educational programs, but also coordinated with the research works scientific subjects. Thus, personnel training directly interacts with practical activities and promotes competences formation necessary for the student.

Legally issued relations between enterprises and higher education institutions give to all participants of such relations more opportunities for joint activities implementation and common goals prosecution.

Despite the existing directions of higher education institutions and enterprises interaction universal scheme allowing to operate the human capital and to reduce time of young specialists arrival to direct performance of the working duties isn't constructed. It is connected, first of all, with the need of determination of skill level of the worker directly at the enterprise and, in the second turn, with the need of his adaptation to work at the concrete enterprise.
