Abstract:
In the understanding that a digital ecosystem is a collaborative environment that is based on a network architecture and that as a biological ecosystem allows certain individuals that compose it to overlap, the concept of digital ecosystem is also thought of emerging economies and the competitiveness that is generated by the emergence of new technologies based on ICT. This article makes an analysis of the result obtained by applying the measurement indices proposed by the High Distrital Tic Counseling that seeks to measure the penetration rate of the digital ecosystem in the city of Bogotá. Within the parameters presented in the study are: connectivity that involves measuring the coverage of infrastructure, the quality of connectivity and the assurance of the ICT service, digital development that measures the amount of digital content, applications and platforms developed for the specific population, digital culture that measures the degree of citizenship preparation with respect to the proper use and use of Tics, that is, digital literacy, the number of people who have training in this field and the different skills they possess. those who have the training as those who make use of the Tics and the innovations that are evidenced at the community level, and users, where the users of the Tic are measured. One of the most vulnerable populations with respect to the use of Tic is that of people with some special condition, whether physical or cognitive, which is why in this case the study is applied to a population of high school students, including children. with special condition (deaf).

The indicators of this study are presented and compared with what is observed worldwide taking into account developed countries such as France or Brazil, where it would be expected that, due to its technological level, software development and innovation in the field of Tic be the best. As a result, proposals are presented to improve the knowledge of Tics and its uses by students. Similarly, the degree of knowledge and use of Tics as pedagogical tools by teachers is observed and if this affects the aforementioned penetration index. It is hoped that the result of this study will contribute to improving the digital ecosystem of the entire city
