SMART CITIES ARE BECOMING AS A NEW CONTEXTS FOR CITIZEN´S COEXISTENCE

Abstract:
The expression Smart City arise from ICT companies to response the global economic crisis in 2008 opening new markets. They intended to incorporate an integrated technology platform to manage cities improving their efficiency. This idea is recently emerging, and large, medium and small cities are contracting projects through the label of Smart Cities.

The purpose of this study lies on the idea of analyse the state of the art about Smart City and its contribution to social inclusion. For this, we have conducted a scientist literature review on databases such as Web of Science, Scopus, ISOC or ERIC through a scientometric analysis by indicators as Lotka’s and Bradford's Law. Outcomes from this analysis are the starting point for an impact comparison of several projects focussed on social inclusion implemented in Spanish Smart Cities. A micro research level is on the implementation process, from coordinators point of view, of Granada Smart City Project.

Regarding scientometric search on databases 52897 publications are located. The analysis of outcomes conclude that publications have increased in recent years, this increase is from 1965 and reach its higher point around 2013. The United States is the country with higher level of publications about this topic, followed by The UK and China. By contrast, Spain is in tenth place far away from this three first. The knowledge areas where articles are published are Social Sciences 27.3 %, Computer Sciences 24.5 %, Engineering 23.7% and 24.5 % without specific field.

Applying Lotka’s Law is not correlation between authors and there are not found specialists authors on the topic. On the other hand, Bradford’s Law distribute countries where articles are published in concentric circular areas with the same level of production: The central area and higher production is occupied by The United States and its 5217 papers, the middle zone by China and the United Kingdom with a joint production of 5454 papers, and the outer area by a group of fewer producers countries such as Italy, Australia, Germany, Spain and Taiwan with a joint production of 5463 papers.

About the Spanish Smart Cities, Madrid and Barcelona focus its smarts projects on cultural aspects, Santander on technological architecture, Malaga on energy efficiency and Valencia develops technology services to help citizens. Granada’s Smart City Project is specially focus on tourism with a project about Albaicín neighbourhood. From the perspective of its project coordinator, facilities such as WIFI in urban buses will facilitate communication and inclusion of entire population in the ICT technologies and town cultural live.
