Abstract:
Introduction:
The article considers education issues of migrants arriving to the Russian Federation. Moreover, the article contains international experience analysis on migrants teaching and proficiency development. Nowadays Russia faces an acute necessity in fast labor migrants integration to the receiving community. The authors also review the Russian government actions on this issue. The study is highly relevant due to newness of this research area in Russia and widespread announcement of this matter in the world.

Purpose:
This research seeks for discovering more about the main aspects of the education policy on labor migrants and their professional development. The article also considers the examination of the most efficient educational approaches to the foreign language learning, fundamentals of law knowledge and fast acquaintance with the foreign culture.

Methods:
The political and legal analysis method was taken to define functional specific traits of the education system and to examine its organization features. This method provides the overall consideration of legislative acts in education policy originating from the public authorities.
The comparative method is used to define regularity in the education system development.

Results:
The education system functions and structure are changing due to the global social and economic transformation and the migratory flows enforcement. The basic knowledge of the receiving society culture is now the acute necessity for migrants. Being multi-lingual and able to communicate easily is considered to be the significant advantage for labor migrants.

Conclusion:
While the thousands of migrants cross boundaries all over the globe, the large-scale international migration is becoming more difficult to regulate and control. It is essential to integrate labor migrants into receiving communities and to educate. The necessity of the current issue solution is faced by many countries including Russia, which is searching for the regulation instruments of current processes.
