Abstract:
One of the preconditions for the successful development of each university is the provision of training in modern and sought-after specialities. Thus, universities seek to attract more of their potential students who, after its learning will be satisfying an open niche in the labour market. The selection of a new speciality is made by the management of the training unit based/University through review for the already existing specialities in other leading universities and in which of them can be invested. Which makes a speciality promising? What resources will the university need to start educating in such a speciality? Which of the perspective majors to choose the particular university to attract more students?.

This report analyses the prerequisites and criteria for choosing and opening a new speciality in a higher education institution. A model of training applied at ULSIT, Sofia, Bulgaria is considered. An overview is made on how the management chooses in what speciality to start educating. An operational estimate is prepared for the funds that will cost the University to open this speciality.
