Abstract:
Leading world trends in education today are connected with the creation of a radically new system of open continuous education on the basis of smart-technologies, cloud services and the development of interaction in social networks.

The purpose of the article is to review, identify and describe the features of e-learning courses as part of a systematic approach to the organization of educational process in Tomsk Polytechnic University (TPU) in the aspect of planning, development and assessment.

The object of study in this work is the e-learning course as an element of management of educational process in modern university. By e-learning course we mean a series of related electronic educational resources placed in an electronic environment for the organization and maintenance of educational process on a separate discipline.

This goal is realized on the basis of the following research methods: descriptive method with methods of collection, classification and interpretation of the material; techniques of comparative method and quantitative data counting.

The study showed that:
1. E-learning course is one of the basic elements of the organization of educational process with the use of e-learning technologies, which allows implementing e-learning process at university effectively and systematically.
2. The use of e-learning courses in teaching and learning process is preceded by obligatory planning, which is carried out systematically on the basis of normative-methodical, content and other criteria adopted by the university.
3. The use of e-learning courses in the learning process allows organizing this process due to the high quality level for all implemented forms (full-time, part-time and extramural) and teaching models (learning with web-support, mixed and distance).
4. The effectiveness of e-learning process management through e-learning courses is provided by the unified requirements for its content, style and structure (sequence and methods of material presentation).
5. The assessment of e-learning course is an obligatory stage of its implementation in the educational process. So evaluation of e-learning courses is obligatory to all kinds of educational programs such as principal educational programs, additional and pre-university education. The basis of the assessment is the integrated approach involving sequential analysis of the conformity of the course to content-related, methodical, technological and testological requirements. Each stage of assessment is realized by experts in corresponding field.
6. E-learning in modern university is realized through the procuring of educational process with qualified employees who systematically on a regular basis are enhancing their competences in the field of e-learning.

The findings are based on the results of a large-scale experiment on introduction of e-learning courses in learning process, which began to expand in TPU since 2000s, but has acquired a systematic format since 2014.

This approach to planning, development and assessment of e-learning allows fully and deeply, from the standpoint of special knowledge to assess the quality of e-learning course, to minimize the claims of interested parties on procedural grounds (eg., formal or subjective decision of the course) and, ultimately, enhance its competitiveness as an educational product.
