Abstract:
Expert group techniques are often used in order to define formation plans or implementing formative intervention projects. Delphi’s Method of double survey is widely recommended to reach an agreement amongst working groups. However, if experts do not modify their positions and there is no convergence of opinions, W Kendall’s concordance index can be used as an alternative. This technique uses an iteration algorithm detecting groups of items with good concordance. It has only been used in cognitive studies about understanding of abstract concepts in previous research. This paper explains how to implement the algorithm and shows its results in a working group of health care experts, participating in a formation and organizational change project, related specifically to Hospital Management. In this case, when experts’ opinions about a list of items do not converge, this research applies this technique in order to get a smaller list of items with bigger concordance and thus set the basis of agreement amongst the group of experts.
