The quality of education is determined by both the quality of the curriculum and the quality of the teachers responsible for the teaching. Governments have invested in improving the quality of the teachers and have often times reviewed the curriculum but the settlement nature of rural areas coupled with the lack of amenities, qualified teachers and infrastructure results in poor quality of education for the rural dwellers. This paper proposes a deployment of E-Learning for primary schools in rural areas using broadcast television and a receiver and projector in the rural area classrooms. The key advantages include the fact that television signals have a wider reach and don’t require subscription or any special equipment for it to be received. The system proposes the use of the personnel available in the remote areas for the operation of the classroom equipment and the organization of the classes. This system will enable the rural dwellers have access to high quality curriculum and high quality teachers. The classroom equipment consists of either a desktop PC or a laptop with a TV card and a small low cost projector all powered from a 50 to 100W solar power supply system. The system is low cost, easy to deploy and has the capability of improving the quality of education available in the rural areas.
