Abstract:
The main objective of this research is to identify the barriers to supporting Sudanese teachers and scientists, as well as potential solutions, in order to improve the efficiency of Sudanese human resources and stay up with the modern world. The teachers in the state of Khartoum were selected as the model study for numerous reasons. First, the capital has a higher percentage of teachers than the rest of the nation, and it is the only Sudanese state with a diversified population.

The research utilized a descriptive method. The study produced significant findings; the most significant observed challenge is a lack of collaboration between the Ministry of Education, the Ministry of Higher Education and Scientific Research, and the National Training Center (SRNT) with faculties of education specializing in teacher education on an internal or international level, particularly in light of the abolition of the agreement for teacher and scientist external qualification and training during service. Due to the influence on Sudan's economy, assistance for teachers, scholar scientists, and researchers who went outside of Sudan to pursue master's, PhD, and post-doctoral degrees has gradually stopped since the December 2018 revolution and Corona-virus outbreak.

Additionally, since 2020, the Ministry of Education and the Ministry of Higher Education and Scientific Research have reduced opportunities for internal scholarships for scientists and teachers at all levels, despite the fact that training and support are considered the most critical components of human resource development, particularly for researchers and teachers. Furthermore, scientific research has emerged as a critical pillar of country and institution growth, making a significant contribution to the rehabilitation of economies that are collapsing at an alarming pace. This inability to educate and support teachers and scientists was a significant factor in their emigration to Gulf nations, Europe, and America, all of which had a severe impact on Sudan's educational system at different phases (basic, secondary, and university).

The study presents suggestions for developing concrete strategies to prevent teacher and scientist emigration, in addition to providing proper support and training. Additionally, the report recommends developing a functional framework for teachers, scientists, and researchers that is comparable to that for advisers and judges in Sudan. To ensure that they can carry out their well-known responsibilities for teaching, scientific research, and community service in a safe atmosphere.
