Abstract:
In recent year, development of human resources through training and education, especially the role of the organisation and management have been considered as the main factor for sustainable development. Parallel to this the importance of the role of organisation and management in developing countries has been emphasized forcefully. The paper is mainly focuses a contrasting management in distance with that in conventional education. The problems that the managers of distance education system in Iran are faced with are studied; Payam Noor University is a distance teaching with 30 regional centers under each of which there are about 15 local centers. In addition, the centralization of the activities of administration on behavioral structuring, rather than organisational management, is discussed in the paper. The effectiveness of any educational institution is related to the management and development of education and efficient utilization of human resources. Naturally, along with the expansion and development of educational and other organisations. It is hopeful that this paper can a contribute to effectiveness of managers in developing countries.
