Abstract:
Civil Engineering in environmental aspects is concomitant with urban and land planning.
The area of urban planning has highly developed the tools of communication, visualization and dissemination of urban planning projects, on the contrary, civil engineering does not usually work this aspect in civil engineering projects.
This paper deals with this issue, the dissemination and participation of society in civil engineering projects.
In urban planning, two areas of work can be distinguished, Urban Planning on the one hand and Urban Design on the other.
There are many differences between these two activities but the fundamental one is that the planner works before the development of the urban planning project and the designer works on built projects that need to be improved with social participation.
The idea of Urban Design is very interesting because it has two determining characteristics, social participation and low cost.
In this article we propose the same model for Civil Engineering, on the one hand Engineering Planning and on the other hand Engineering Design.
Engineering Design is an equivalent figure to Urban Design in civil engineering with the specialization in the environmental and social adequacy of areas already built with different projects or new projects oriented to environmental improvement.
The key idea of this type of activities is the social participation and to a lesser extent that the development of the actions have moderate budgets.
In order to develop the ideas of this work we are going to comment on some actions in the Community of Madrid, both by the autonomous and municipal administration oriented to green rings and hiking and cycling tourism activities.
The examples that we will present correspond to three actions that reflect the different areas of work, on the one hand the specific action of the City Council of Tres Cantos in its green ring project, on the other hand the project of the cycling ring of the city of Madrid and finally the green arc project of the Community of Madrid.
There are many more projects underway in the Community of Madrid but the objective is to develop on the basis of three projects, a local project in the City Council of Tres Cantos, a very broad project developed in the City Council of Madrid and finally a project that encompasses activities of many other municipalities as is the project of the Community of Madrid.
The main objective of this article is to develop examples of Tactical Civil Engineering activities in a frame of reference for future work in this line. Keywords:
